The view of Trajan's Column and the Complesso Vittoriano from this rooftop is spectacular. They have a large space for aperitivo, and a separate dining area just for those who want rooftop dinner with a view.
The aperitivo comes with some complimentary snacks and you can order more substantial items from the menu.

La Grande Bellezza at Hotel Eitch Borromini gives some of the most beautiful views. This rooftop terrace has a wide-open space with a 360 degree view of Rome.
You are right next to the dome and bell towers of Borromini's church, Sant'Agnese in Agone. And you can see the Pantheon, Piazza Navona below you and, of course, the iconic St. Peter's dome in the distance.
There is also a rooftop restaurant a floor below, on the 5th floor.
